It sure is an interesting idea.  For places like San Fran with all those hills, I can see how this would come in handy.  As far as dangerous, it's no more dangerous than a scooter, moped, or motorcycle.  I didn't see that many bike lanes when I was there but there were bike paths near the Golden Gate Bridge sight seeing area.  Not sure if they let motorized bikes on the path.
